You says seems +ve, by that I thought you meant Lynas would not have to built the plant and instead would be allowed to ship and sell off as fertiliser. But the below comment from that article kills that idea off.
"The proposed site has also been raised five metres from sea level and the sea level in Gebeng is safe as well, so the PDF construction will proceed".
