Seriously? I can guarantee you Chloe was traumatised. Try taking any 4yo away by a stranger from their parents for 18 days. Have read many books on trauma and for many, the incident is withheld from their mind with no outward emotion but causes a lifetime of problems.
If this person proves to be the perpetrator then he should get many years in jail.
