9000 properties evenly dispersed over 12 months, is 750 properties, 750 evenly dispersed over 23 agencies is 32 inspections per agency per month.
If I was an agency, one month's batch probably wouldn't be right, I'd at least want a second batch to compare. To me, 3 months makes sense, and we're at a very important part of the engineering process where collect feedback and usage from users and adapt, so the user feedback is still very useful to us. We also don't know the impact on servers, they might be using trial as a way to excuse poor performance and bugs etc, no way to know without being an actual customer?
