"There aren't any other projects coming on stream" - Type in the Maadan Phosphate and you'll see a project in Saudi Arabia that has started construction and will produce ~10% of global supply when brought on line. Also the Moroccans are expanding production.
Wonarrah was never going to get up and probably never will. It's 1300km's from the coast.
British Sulphur - world leading chemical and fertiliser consultants have recently reduced their long term DAP price to US$250/t.
