"Pricey" depends on how you value the resources and work. If you discount the resources entirely, you're correct, MRQ's pricey compared to cashed up explorers with no resources. But if you believe the NPV to be in excess of >$300m...? A $22mc is a bargain.
The last CR was done at 1.3c. The next one could be well above this.
