I don’t see why not. They have had all the documents for long enough to have all ministers study and approve and sign off on ML.
Collaboration agreement was essentially ‘leaked’ a few weeks ago so that’s good to go.
Draft SEZ was put to parliament a few months ago so that should be good to go.
Hydro agreement was going through months ago as well so that should be good to go.
New DFS (BFS) was held back for CATH or so we thought so that’s done and ready to publish.
Hopefully a few more ducks ready to surprise us as well….

It looks to me the ducks are already lined up and ready to rock.
Could be life changing few weeks for many here ( or icing on the cake for a few of us ) .
