There is a substantial effort to hold the price of this stock down. Since 3:45 there have been 38 share sold at 0.245 and 5980 bought at 0.25. Only brokers can place orders so low, so it is a professional effort to keep the closing price as low as possible. I can't imagine what anyone hopes to gain from this, but it is obviously a broker effort to keep the price as low as possible at close.
