I understand what you're saying, although the two regions are not comparable in regard to Capture Costs.
Over 66% of Australians live in the greater metropolitan area of Australia's 8 capital cities with Sydney being the largest (around 4.9 million). There are only 19 cities in Australia with a population > 100,000 (

America (not including Canada) on the other hand has over 355 cities with populations of over 100,000 people. Therefore, I would image that NEA would be required to fly more frequently over USA's cities than what would occur in Australia. Therefore the Capture Costs is greater.
Considering Australia has only 5% of the cities > 100,000 (compared to NA, not including Canada) with ongoing annual capture costs of $4.5M and NA has $18.8m for capture cost (and will only go down with HyperCamera update) I think the gross margin looks pretty damn good in comparison.
Capturing costs, and gross margin (I would suggest) in NA are actually cheaper (per nautical mile flown) than ANZ. IMO
