You are absolutely right. It’s a matter of controls weakness that MAY be abused, not that they have identified instances of it happening. In my view, any penalties will be minimal. If EML can demonstrate that new pipeline of sales coming in can be properly regulated through the new controls implemented, no reason for CBI to feel butt hurt.
