    I doubt holders will be "given" shares, they will be allocated a guaranteed ratio if they wish to buy shares in Cosmo.
    Those keen enough can then apply for more since it is unlikely all holders will opt to buy their allocation.

    SP needs some good announcements. What is due next and when? I wasn't expecting anything this year (other than Cosmo IPO).
