Possibly you are talking about raised and tilt panels in large applications where this might be the case. Certainly not the norm in suburban budget minded applications that are surface mounded with little if any airspace to allow for any convection current to assist with cooling.
Maybe developers could look at less concrete surface area, more tree plantings and actual efficient use of rainwater capture ?
