For example, Incitec might be angling to get a better deal down the track.

It's also possible that Incitec actually stumps up some cash to accelerate the project. Claims like this, and negotiations, are sometimes stalking horses for other objectives.

It's a counter intuitive view (rather than just being a bleeding optimist!)
