yes they do attract them. but you seem to have missed the point. to be able to buy the gift cards you need to actually set up an account. you have to go through Id checks and the beauty of the internet is you are able to track ips as long as they implement VPN detection and don't allow vpns to buy there is very little fraud I see happening due to this. but yes another half thought out downramp.
