If somebody receives an offer with a HIN in their personal name, and another with a HIN in a company name, and another for a super fund, then they are entitled to apply for $15k worth of shares for each HIN, because each account represents a separate entity.
The problem of exceeding your limit would only apply for people who have multiple broking accounts in the same name (e.g. a Comsec and an Etrade account both in the same personal name or same company name).
That said, I'm no lawyer but this is how I interpret the rules.
