From what's been written here about Megachip, they imply that one of their roles is as a licensing agent, where they have a had licence with the IP owner, eg ARM, and they seem to sub-licence the IP to their customers.

This saves the customers the effort and delay in negotiating licences with the IP owners.

For example, if someone wanted to have a foundry make Akida chips for them, that customer would normally need to get IP licences from ARM and BrainChip because Akida includes an ARM Cortex processor.

Megachip already has a licence from ARM, and now it has one from BrainChip, the licences including the right to sub-licence, so the customer does not need to approach ARM and BrainChip for a licence.
