I think his point was that once we get to the 8.5/9c range the TA picture changes to bullish so that would help to propel the share price upwards... I have no idea if this is true (I am no chartist) but it might well be. Obviously with the current (somewhat boring) price action of the last few months this wouldn't have attracted many short term trades.
Now I am not a short term trader and many of them won't do that much for the long term success of HIO but they certainly can help get the price moving again. And that will draw attention and cause buying of some LT holders are well.
Hope he is right and we get to that 9c and then upwards and onwards. No big deal if not but once we pass the 10c I will be seeing green again. It has been a while...
