I think the additional money for the WA site could be matched by the REDP funding. The guidelines for the WA funding state:
WA FUNDING: "As a condition of funding, applicants will need to demonstrate that every dollar of LEED funding is matched by three dollars of funding from elsewhere. This can be internal funds or grants from other non-State Government sources."
But that doesnt mean the REDP requirement for 2 to 1 matched funding would be met by the WA funding. They dont cancel each other out. Rather, the REDP money would be matched by the Investec money, 2 to 1.
I could be wrong, but the above doesnt offend my sense of logic. i caution that i dont have any expertise or experience to offend!
