Not quite correct
sAlthough SA only has a lowish vaccination rate lest than 30% it does have among the worst record for infection and death whereas the rest of Africa has a much lower rate of vaccination and almost no infection
So to follow your theory it could be a move to get the stupid people in greater Africa to get vaccinated because they need vaccinations so they can experience what the rest of the world does IE more infections
