Your contention that "Rigs were tendered for and ready to go" is a poor choice of words..At no time have CTP PUBLICLY/OFFICIALLY announced that any RIG had been contracted..
"previously considered" was stated as being the case, but contracted? no..I am sure that probably several rigs were "considered"..
