I don't think the price is drifting down. It seems to me that it is being walked down by a series of very small sales with the intent of getting some holders to sell out to the culprit's lowball buy orders. Just have a look at the course of sales today, with multiple successive sales of single digit and 2-digit quantities interspersed with buys of a couple of thousand or so.
ASX and ASIC must know what's going on but never do anything to stop it. The losers are retail shareholders/traders every time. We can't do anything like it because every transaction costs brokerage, but brokers can trade without that cost.
Our only recourse is to buy when the share price has been walked down to a low level, then hold. Eventually it won't matter when WBT has revenue from a long list of customers eager to use ReRAM in their products. At that stage we won't be discussing a $3 share price but something much much larger.
