The argument is simple. Reducing the number of public servants directly employed and then indirectly employing multiple consultants as contractors, sometimes the same people that were retrenched, is or is not reducing the number of government workers.
Technically it is as Cowboy points out but it's a deception as the total numbers actually increase and costs rise.
Cowboy knows that but he has to pretend otherwise to support the government line.
