Taking into account everything SYR is doing atm (pollie visits, large staff increases, community meetings etc), they're way past the "If". It's only a matter of dotting the I's and crossing the T's.
From our stand point, it's how big? My belief it will be 10kt because of the lead time for some of the material. They would have ordered some of it , the very specialised equipment months ago.
