The process of our Govt in our democracy is to present a Bill for debate, which Morrison refuses to do, as it's very clear to any non LNP hack that he only wants a Claytons ICAC with very few teeth. This is totally against the mood of decent Australians who have had a gut full of the games that Govt's play. The Nsw ICAC did what it should have done, there was no kangaroo court there at all. Gladys knew her time was up and fell on her sword before the muck was revealed. Morrison doesn't want the same accountability, especially if it's retrospective, as that could reveal things like perhaps tax payers money in blind trusts maybe?
