FMS had $16.3m on 13/10/09, maybe they are holding onto some good news re High grade Iron Ore or maybe results of diamond exploration.
It could even be for rail line but as you say we can only wait and see.
Affect on SP could depend on many things, one how they raise the capital, price of offer, what they are going to use the money for, what news is release etc etc
