Phish has his strategy, if it does get to 10c he will make a mint. Most of us don't agree but stranger things have happenned.
If you are arguing valuation, simplistically it should be market cap + cap raising divided by shares on issue. The re is no way a cap raising can be "factored in" to the sp before the conditions of cap raising are known, total amount is only one component. It may trade at a slight premium as people try to get a foot hold, but it can't be factored in.
