From a simpleton's perspective:
1. If you don't have HPV or a high risk genotype then you almost certainly do not have cervical cancer, so no need for cytology on a negative or low risk HPV screen.
2. If you have a high risk HPV genotype or recurring HPV then it is prudent to conduct a further cytology screen.
So the two tests are not mutually exclusive...
