Well if that's the case and NF had received indications on this front then wouldn't they be looking to supply the OFS? - the original DFS is what the ML process is going off. If technical approval isn't going to be given on a 4.5 mtpa plant then the current ML submission is no longer valid.
I hope you're wrong on this - as the proposed expansion to 10mpta is at scoping study level not DFS level as far as I'm aware, and thus probably couldn't yet underpin a ML review?
I think it's just taking a while and NF is going with current plan - get ML on 4.5mpta then release BFS, hopefully including a 10mpta expansion scenario SS, and further detailing that out while getting the initial works going.
