Hualapais have 2,300 members and revenue stream for supporting lawsuits from Grand Canyon Skywalk. BLM has the "slow walk" -- no deadline for them to make decision. I'd say there is about a 50% chance of it being positive for AZL, although modified. Maybe the market has already taken that into account. In that case, there is 100% chance of lawsuit opposing it. Allow three years for District Court decision and 9th Circuit (most liberal appeals court) review.
