I'll go one step further, i think its obscene that governments can grant mining claim's without committing to approve licences if they prove successful. Why promote expenditure on exploration if licennces are not forthcoming in a timely manner. That's the one thing i don't get with this business. in fact the mining company can even sign offtake agreements and have no license. Talking about putting the cart before the horse.
