Pre open trading day and Post close trading day bids and offers are traders jostling for position, often you will see a buy bid of +20% on previous days closing price in pre trade, in the view of the buyer they want the transaction settled at the going rate at open and conversely where a seller offers at -20% it too is aimed at accepting the going rate after the post close action is settled.
If any pre or post offers do not trade the option is available to the seller or buyer to withdraw and or alter their asking price.
