I too would think that manslaughter would be orders of magnitude more concerning than petty theft, but a crime is a crime, no matter how you slice it.
Penalties may be commensurate with the magnitude and frequency of the infraction(s), but "pump and dump" schemes are as equally illegal as "short and distort" schemes.
