I think they are keeping the cash in reserve to fund expansion. They have been exploring avenues to make full use of the factory and the cash will enable them to move fast on any opportunity. It may also be a strategy to fund a takeover of the JV, given the apparent troubles at Super Soco mentioned by others here (which I was not aware of).
ATM I'm not especially worried about it. I have confidence the management. They have done are great job so far in trying times.
