There's nothing illegal about it. The only thing illegal would be trading with inside information. Otherwise it's a simple matter of a willing buyer meeting a willing seller at a certain price point. It doesn't matter if its 1 share or 100,000.
As copperhead said, "if there's no sellers it doesn't work". That's the key point. Bots and whatever can have whatever strategies they want but unless someone is willing to sell at that price, nothing happens. The problem is not with the buyers, it's with the sellers.
