Certainly $8 billion is on the low side...

IMHO not taking into consideration how long it may take to fibre optic up all the major metropolitan areas...

Could face litigation from OLGs and SIGs and Politics and plain old spoilers along the way... when cooperation through partnership from Telstra likely could dodge most of these from starting - Telstra entitled to compensation due ownership rights to those underground cable networks.

IF valuing the old network against the new $40+Billion network, THEN $8 Billion MAY be what ACCC's valuers thought existing Telstra network IF actually competing against an almost completed $40+ Billion fibre network MAY fetch if offered for sale... a lot of IF...

Even then Telstra copper network will still provide a basic service which is competing against flash high speed new gear....

Telstra could decide to go it alone in full competition with the NBN set out and lay fibre optic wherever it feels it worth competing... let us guess, all the metropolitan areas to begin with, then the major rural cities and towns...

Not take so long to upgrade an existing network, and how much might doing this cost Telstra ?

Any guesses perhaps for everywhere this would be around $8 Billion ?-)
