I doubt very much that the company is not looking to fund a large amount of the capital through the debt market.
As a small company you will need to show financiers that you have considerable backing for the project to acquire better loan terms. So no, I do not believe that 4 billion shares will be issued and from the interview it sounds like discussions are advanced beyond last year so agreeing to terms with a strategic partner could be quite close.
