I suspect RAC have scaled based on request and *perhaps* total holding rather than buy/sell.
To go through every share holders history of transactions makes little resource sense.
Blatantly obviously high volume transactions with both buy/sell would have been the only accounts looked at.
This method seems pretty fair and reasonable as its % scale back based per person's request.
