Under your scenario " it's a final when the EPA says it is" is 100% correct but we will never get a final if we keep submitting drafts. I'm guessing here but I would think that the EPA could take ages and ages to even look at another draft. Why would they bother? I'm sure that you would be pretty annoyed that your time was being wasted on continual drafts.
My narrative is similar - it has toned down following that latest preso but my patience runs until late January. There needs to be an indication of progress by VRX or their consultants with the EPA by then.
VRX cannot remain arrogant (as their consultants letter was) and think that the EPA will roll over. In fact, they are more likely to dig their heels in.
Anyway, I'm pretty much done with VRX until next year now - too many other fish to fry.

Serious?? You think it's being submitted as a draft? Do you think the EPA is telling VRX exactly what it wants and VRX isn't complying on purpose? And then just more Bomber rhetoric.
