You are wrong there, the EL will take time to be granted so no $$ will be spent drilling near term. It is more a case of locking it up so someone else doesn't end up on the door step and hold all the ground surrounding your highest grade deposit. It will also offer flexibility for where haul roads may run and bore fields placed. I wouldn't be surprised if the applications were a result of the current scoping study findings.
