There is no production guarantee as far as I am aware - I am not aware of any design and construct contract of this nature due to the fact that the builders cannot control things like the feed input.

The guarantees would likely relate to the build of the plant. That is, was the plant built in accordance with relevant standards, and does the plant function (i.e. does it turn on, does it take in XXX amount of feed without fault etc etc).

The end result, that is, the SOP and the grade of the SOP. That risk lies with KLL.
