Some foreign exchange brokers do just that to issue professional accounts - increased leverage, reduced fees etc.
In order to protect themselves from the reduced protection of the client, if assets are not available, a trading knowledge test is taken and your trading history supplied for the last two years.
This is taken as proof that the trader isn't completely random/reckless and can trade at a profitable level for an extended period.
For 708's this would work well, I think... perhaps with a period of trading without using leverage or trading loans.
Unsure of the practical application structure difficulties.
