They could have made it a bit clearer, but I think you're reading something into it that isn't there. They've used a round number in the bullet points in the summary, and they say 'in excess' of... which is a small amount.
If they were doing a scale back there would be detailed of it in the announcement, including the timeline for when they would process refunds.
In my view, they received exactly $20,640,390.00, which is 'in excess of $20.64 million.'
