The Israelite nation were unique in being under the 'law'.

(Exodus 19:5) Now if you will strictly obey my voice and keep my covenant, you will certainly become my special property out of all peoples, for the whole earth belongs to me.
They became a dedicated nation.
(Exodus 19:8) After that all the people answered unanimously: “All that Jehovah has spoken, we are willing to do.” Moses immediately took the people’s response to Jehovah.
Jesus was the only one that was able to perfectly obey God's law.
(Galatians 4:4) But when the full limit of the time arrived, God sent his Son, who was born of a woman and who was under law ,
Jesus disciples are released from the law which he fulfilled.
(Galatians 4:5) that he might release by purchase those under law, so that we might receive the adoption as sons.

Fulfil is not the same as abolish....it doesn't make sense to say: 'I have not come to abolish the law,' only to abolish the law. It's a contradiction to say 'I am not here to abolish' then proceed to abolish.
