Because they earn from the royalties and taxes at multiple levels in the extraction and manufacturing chain, from income tax to export tax on finished products such as batteries and electric vehicles etc. This nascent industry they are overseeing is going to be a big earner foe them. It is in their interests to see it come to fruition
