Exactly @SreeHC. They seem to believe Tesla should have signed an off-take agreement stating they have to take 8kt/yr even though the AAM produce from the new commercial plant isn't up to specification and can't be used in their batteries.
They already know the AAM produced from the pilot plant meets their specification and can be used in their batteries or they wouldn't have bothered negotiation an off-take agreement. Unless of course the same people believe Tesla executives love wasting their time.
