butcherboy you have a habit of unnecessarily clouding the issue at hand. The boat people pay on average $10-15k per person to get here, not counting the cost of getting to Indonesia in the first place. The people smugglers don't do it for free. Or are you suggesting they don't exist? I think the cost is almost first class on a plane trip, certainly business class. Also, the boat people do not have any form of identification whereas those coming in planes do. I don't understand what the figures you quoted have to do with the current situation with the boat people. They need to be processed and either accepted or rejected based on the investigations. What do you suggest we do? Let them come in without any checks?
