Just to expand, I did a little investigating on this a while ago.
If it's Vietnam, it's almost certainly Shenghe (or something they are part of). I think this is the "SE Asian metal converter" that was mentioned by the company ages ago - mostly by default as I couldn't find anyone else and the company has a past connection to them.
Neo only have operations in Thailand.
