Sth Korea appears to be a smoky of sorts. Appears obvious at this stage its Europe or Sth Korea, then Japan. GL has mentioned on recent occasions that Europe is playing catch-up, and aggressively at that.
The below however is rather poignant.
Personally, am ok either way. The article you've attached justifies/reflects how Sth Korea vision rare earths 2,3,4,5>10 years from now. A strategic reserve of Rare Earths from just one power Asian power house.
