    Here's what Tshiekedi plans to do in the 145 territories with $ 1.6 billion



    Félix Tshisekedi completed a two-week tour of the greater Kasai on Thursday, January 6.

    Everywhere he went, the Congolese Head of State praised his new development program for 145 territories.

    According to the program document, the indicative total cost of the PDL-145T is estimated at USD 1,660,101,312. It also takes into account 4 cross-cutting components: Basic socio-economic infrastructure ($ 1,168,636,205 70.0); Rural economy and value chains ($ 290,000,000); Local capacity building ($ 4,940,000 0.3); Geo-referenced system for monitoring and evaluation ($ 5,540,000).

    With regard to program implementation, execution and fiduciary management and coordination, an amount of 117,529,296, or 7% of the overall project cost, has been allocated.

    This funding is spread over three fiscal years in the amount of: USD 300 million for 2021, USD 700 million for 2022 and USD 660.1 million for 2023 respectively.

    The government does not exclude the contribution of development partners.

    What priorities for $ 1.6 billion

    Tshisekedi's ambitious program, which plans to lift 25 million Congolese out of multidimensional poverty, places high priority on basic infrastructure.

    $ 1.1 billion will be injected for the first rehabilitation of 8,844 km of roads ($ 132 million), maintenance of 30,092 km of agricultural feeder road ($ 75 million); 3,071 water wells (76 million), including 21 per territory; the construction of 1,450 housing units for the management staff of the territory (145 million), the unit price of which is set at $ 100,000; 145 administrative buildings will also be constructed at a unit cost of $ 200,000, or $ 29 million.

    The cost of rehabilitating one kilometer of agricultural feeder road is estimated at $ 15,000 and maintenance at $ 2,500.

    Regarding electrification, the government plans to build 418 mini solar power plants, 104 million of which are affected. Schools (1,210), health centers (788) will be rehabilitated or built.

    The program sets the cost of rehabilitating a school at $ 150,000 and building it at $ 257,000. For the rehabilitation of health centers, the price set is $ 150,000 and to be built at $ 218,000.

    Who will manage the program?

    The government recommends creating a sub-account of the General Public Treasury Account called “PDL” which will be opened at the Central Bank of Congo, to ensure the availability of resources.

    The Minister of Finance will open special accounts in local commercial banks in favor of the three Executing Agencies, which will be recruited under the Program and in favor of the National Coordination.

    "In accordance with the Disbursement Plans of each Executing Agency approved by the Strategic Steering Committee, the funds will be paid directly there by the Minister of Finance on the instruction of the Prime Minister", specifies the program.

    These Executing Agencies will also ensure the fiduciary and accounting management, procurement and execution of contracts independently.

    A quarterly physical and financial execution report must be transmitted by these Agencies to the National Operational Committee (CON) within thirty-five days, following the end of the ending quarter for approval before its transmission to the Strategic Steering Committee (CPS).
