Willstorm, I think you are spot-on with your comment about it (Laos) presenting itself as an opportunity for China to snub their noses at the Western world. I have noticed this same exact sentence in a few of ORD's latest announcements:-

'China prefers secure supply through direct ownership to simply importing on the market'.

It may also be the reason why they seem so keen to get the copper and gold projects underway.
