However, it is responsibility of the management to ensure sufficient funding of operational expenses. In the long run it doesnt really matter if the company issued these shares at 45 or 55 cent.
Whenever I read that only shareholders with a registered adress in Australia and New Zealand are eligible to participate the SPP, it comes in my mind that the ASX must be a market place of a banana republic.
